The day commemorates the birth anniversary of Prof. P.C. Mahalanobis, a pioneer in Indian statistics and planning. Since 2006, the Government of India has observed this day to raise awareness about the role of statistics in development. During World War II, the paperclip became a symbol of resistance in Norway. People wore paperclips on their clothing to silently protest against the Nazi occupation. The Nazis eventually banned the wearing of paperclips, but the symbol endured. In 1998, students at Whitwell Middle School in Tennessee began collecting paperclips to represent the six million Jews who perished in the Holocaust, leading to the creation of the "Paper Clips Project."
